yup, u will get a ticket for defective equipment. like the others' said, the headlight will be the primary thing that will attract them. it's been the law of having a constant on headlight since at least 1976 or '77.
its now a federal law that street bikes have turn signals, mirrors, horn, and headlight. tach's are optional, but since the odometer is 1 with the speedometer, when u go to sell the bike, the actual miles vs the shown miles will vary big time.

You will definitely be pulled over for no head lights, it is the law that requires the head lights to be on while driving. That is why all bikes made now have headlights that come on when you turn the key on. I have been pulled over once and given a warning for having a burned out headlight. It was daytime so I wasn't aware it had burned out. Lucky for me he only gave me a warning, but I still had to repair and bring the bike in to show that it was working. They gave me ten days. As for the speedometer, in most states driving without a odometer connected is considered fraudulent. Since your odometer is associated with the speedometer, I would check your local laws on this and the turn signals. Some states also consider a bike street legal if the have turn signals and headlights. My suggestion is to wait until the painting is completed and enjoy your ride then.

In the U.S. anyway, you must be burning headlights, yes. It is a D.O.T. requirement. You'll need to rig something up if you want to ride on the street - it doesn't need to be the stock light, but must be suitable. Use an old headlight off a naked bike, maybe?
You are O.K. without the speedo, as long as you can judge your speed correctly!
If a bike came with turn signals, you are required to have them. If you use proper hand signals, you would probably be O.K..

The front signals is what I would really worry about. Cop won't know if you don't have a speedo/tach/gas guage but he will notice no headlights/signals. But since you're not driving at night the headlight wouldn't be to bad.

It's all ticketable.
There are exceptions, but your bike is not old enough to qualify. The headlight on at all times from the factory started in the late '70s. Basically, your bike needs to have all the lights it came with from the factory to be legal. You can change them, but they have to be there.
Requirements and exceptions can vary from state to state. I've looked up the ones that apply to me (and my rides).

I did some finding, didnt' see any rules approximately it in my state of IL. i might say its no longer a great concept to no longer have one, having a guage helps you to preserve a coarse concept of ways plenty gasoline you have left by utilising placing the tach, helps you to work out your velocity to be risk-free and helps with shifting.
