I have changed a light fitting and am being told I need a certificate to show this has been correctly carried out. I am in the process of selling my house.

A bit more PC and the Nanny world, but as said, replacement like for like doesn't need to be considered, and you CAN add ONE more outlet off of a ring circuit (provided you know what you're doing of course!) - but my argument is this, if you are allowed to do one without a certificated electrician, then what's to stop you adding another one the next day, etc ad infinitum!
Even more, which is safer - adding your own (again, done properly!) wiring and sockets or sticking in a lot of four-way extension leads which could become frayed or even cause a tripping hazard ! ! !

Like-for-like replacement (Maintenance) of a wiring accessory does not require the issuing of a minor works certificate (or any other certificate) under BS7671.

Wiring accessories cover : sockets, switches, luminaires light fittings) , cookers, ovens, showers, extractor fans....

I think that you should ask him/her for the regulation number, it will be of the format 411-02-06, (and watch the dismay on their face)!.

its for the wiring, if carried out by electrician the receipt should have the cert included, if a straight fitting like for like the original house cert is OK

No. Like for like electrical replacement is not certifiable, otherwise we would be drowning in paper.
