I believe what you need to do, is go to Iraq, and from there, you should be able to get the certification. If not, I'm pretty sure you can get it from a neighboring country. Do you have all of your prerequisites done for the cert?
You'll also need a signature from at least two supervisors and a complete GHW Form 332b, parts I and II.
