Always the asker. If I took the time to answer the question, that person should take the time to read the answers and vote for the best. This site is somewhat different. Most answers are not the type that involve any knowledge or research. Maybe people don't know you get points for voting for the beat answer to their question

I like both, but prefer when the asker picks it as best answer because it means I understood what they were asking for and was able to help them.
