ABSOLUTELY NOT! The person who sells such things is LYING because they are trying to make a sale and do not care about you or the turtle, just a fast buck.

Do a google for "miniature turtle" and you will have your answer as the first result that comes up on google.

no this is not true. only a small handful of turtles reach an adult size of < 5inches. most will grow to anywhere from 7-12 inches if not bigger. res grow to about 7-12 depending on sex. the few that stay mostly under 5 are MALE Reeves turtles, spotted turtles (not legal to keep everywhere),
Diamond back terrapins, and musk turtles.

Sadly, the common pet Red-ear Slider often stays the size of a baby because they are so badly cared for, and die so young.

I don't think that is what you are looking for, though.

No, there is no healthy turtle that stays small enough to be happy in a small habitat.

Thjere are some turtles which you would be waiting to contemplate "mini" in case you in comparison them to a leatherback turtle (they upward thrust as much as a minimum of one ton). There are none that would do nicely in a fifteen-gallon tank. greater proper save on with fish or bugs.

Eastern Long–necked Turtle commonly called here (aussieland) as Penny Turtles, very cute. check out www.petalia.com.au ... they can live up to 40 years though! it's a long haul pet.

penny turtles, but they probably grow to the size the are, around the size of a fifty cent coin.(Australian)
