I have a idea about a low cost means to produce alot of electricity. Would it be a federal, state or local thing. I have the plans to build a small power plant now. I have to find out what the reqirements are to build and hook on to the grid.

Contact the local power company. If you can produce more electricity than you use they are required to buy the excess from you if it is feasible, but you must have produced this electricity with your own power plant.

Build interest. Make sure to patent your idea, then shop it around, show it online, get people talking.

Make a mock-up, show how good it is.
