What governments do you have in mind? Most governments that are not democracies have NO BALANCE BETWEEN LAW & ORDER AND INDIVIDUAL FREEDOMS. Fact of the matter, most of these HAVE VERY FEW INDIVIDUAL RIGHTS. Those that are democracies already have a balance but here is where there has always been controversy. Some believe the individual rights are being eroded and cannot see that the laws were passed to PROTECT SOCIETY. They seem to think the individual rights should take precedence over PROTECTING SOCIETY.

The idea is to spread powers among different branches, departments within gov. It's always struggle. Since it is gov we're talking about we do need help of outside agents such as ACLU or other activists who can have some influence.
