It was the movie Demolitions Man.
-Snipes was criminal mastermind who was unfrozen to catch Dennis Leary who's merry band of sewer criminals were apparently destroying what was to be Utopia. But all did not go as planned as Snipes began going on a rampage and so Sly who played the part of a cop from Snipes time was also unforzen in an attempt to catch him. Hillarity ensues.

As some others said, it's "Demolition man". Sandra Bullock and Benjamin Bratt also starred it.
I remember they used to give fines to those who used bad words and they listened to "oldies" which actually were music from commercials...
