For me, the only thing that's absolutely necessary is a good concealer. I get horrible circles under my eyes. Otherwise, I usually don't wear makeup on a daily basis. I'll put on some shadow, mascara, and lip gloss when I go out at night.
Shadow: Neutral brown/taupe tones, maybe with a bit of shimmer. I like the Cover Girl shadow trios.
Mascara: Any black waterproof one is fine.
Gloss: I like the Revlon LipGlide stuff. It's expensive, but I love the shades and the applicator. I use the sheer mauve

1. Concealer
2. (light) blush
3. nude eyeshadow
4. light brown eyeliner
5. mascara
6. A really great lip gloss!
I use physicians formula most of the time. The key with make up though is you get what you pay for! Don't buy the cheapest kind, it's not worth it.

1. foundation - Covergirl
2. eyeliner - Shu uemura
3. lipstick - Dior
4. mascara - revlon
5. blush - the body shop
These are my basics. you don't really have to buy expensive brands, you can buy from drugstores and it's just the same. And of course, you have to find the perfect shade for yourself depending on your skintone.

My makeup arsenal generally consists of:
Mascara (a good brand, I buy Lancome)
Lip gloss (my brand varies by the color, but generally I use Mary Kay)
And that's about it, at least for daytime use. When I go out I'll add in the eyeshadow and a foundation, etc.

Mary Kay foundation-the best of all brands
eyeliner- Cover girl or Mary Kay (I use black)
Lipstick or gloss, a natural enhancing shade, not bright
Mary Kay Blush- nothing outrageous in color
Descent blush brush is a must!
And a good, cleansing, exfolliating facial scrub wash, such as Mary Kay revitalizing Mask 2, it's EXCELLENT
you can get excellent deals on ebay for brand new Mary Kay products. If you like lipgloss, grab Tiger Lily Lipgloss before it's gone from Mary Kay. Being discontinued of that shade and it's beautiful and natural and enhancing.
Good luck!

I personally think Max Factor and L'Oreal are the best.
Staples
Concealer & Foundation
Then you need natural earthy soft tones
Blush
eye shadow
eyeliner & mascara
A basic soft lipstick and plenty of gloss.
P.S. Make sure you always cleanse, tone and moisturise your face before and after makeup.
