Act like you two are dating, and ask her to respect your relationship..
I had the same problem with a guy, no matter what I told him , he would call all the time. Unfortunately although I did not want to change my number, I had to... sometimes if people don't respect boundaries, you gotta do what is necessary, even if it hurts their feelings... if your friend has discussed with her that he just wants to be friends and to please act as such and she does not respect it then, best thing to do is to change your number or tell her that unfortunately friendship is not a option since she didn't respect his wishes..

Get caller ID put on to the phone - then he will know it is her calling and he can choose if he wants to answer it or not. She can then leave a message and it will be up to him to return it if he wants too. If he wants her to stop calling all together, he may have to be blunt with her and tell her.

there's no letting people down gently. unfortunately the only thing that works is the cold hard truth. he's gotta lay the smack down, but in an honest and decent way. Has he tried the ole "Sorry...i'm just not into this" line? usually effective.

If he quits answering the phone she'll quit calling. Certainly it's good that he's concerned about her feelings but if he already told her and she ignores his request then he has no other option but to be firm about it.

Just tell him to tell her not to call at all. It's sweet not to want to hurt her feelings but when she is being a pest, he should be honest.

just don't answer it when she calls. when she asks why say that he was busy or his phone bill is getting too high. if he keeps making up excuses, she'll be able to see that he doesn't want her to call. and eventually she'll stop.

seriously, this girl doesn't get it.
he should he should just tell her that she is annoying.
if he doesn't want communication he has to be honest with this girl and tell her otherwise he has no one to blame but himself.
but since he is set breaking it to her gently he could say that, he doesn't like her (or that he likes someone else)...?
