Dig underneath the concrete and place a bottle jack under it. Jack up the concrete and place crushed rock under the concrete until you get it level. Fill the hole back in and there you go.

any time you break the bond between the concrete and the base you run the risk of it cracking if you dont get it filled completely underneath. you could raise each sunken block with a long pry bar but you would have to get a level bed of sand underneath to keep it well supported. then there is a mudjacker that will pump gypsum at high pressure under the slab through holes that they drill and raise each individual slab. this is costly especially for a footpath. if its real bad and a danger of tripping exists , tear it out and replace it.

Tear out the bad section and replace it. Concrete is relatively cheap.
