It is warm because it is a summer season.
The temperature is around 23C -27C.

tokyo in july will be hot and very humid. you should miss the official rainy season, but it might still rain a lot. it depends where you're coming from as to how much the weather will effect you. if you come from somewhere that is hot and humid in july, then you'll be fine. when i returned from japan after living there for two years, i went from snow one day to 36C the next, and that was horrible (and took about two weeks to adjust!), this is something you want to avoid when going on vacation!

Hot and humid. I first arrived in Japan in the middle of August back in 1990 and when I got off the plane at Narita and took my first breath of Japanese air, I almost couldn't exhale. It was so hot. July marks the beginning of the peak summer heat. It lasts From the beginning of July through to the middle of September. It sort of starts to cool off ever so slightly at the end of September. But July is SO hot. If you take a shower, once you dry off and step out of the shower, you will instantly start sweating again unless you took a cold shower. Be prepared.

I went to Japan last July with my husband and to be honest, it was too hot. The temperature reached 37 degrees, and the humidity was unbearable although my husband said this is one of the hottest summers Japan had ever had.

It will be muggy as rainy season may not have broken by that time. If rainy season breaks then it may be tropical which I think is defined as above 28C for an entire 24 hours.
