I was just at this place last week and was looking at their web site today.
I think they have just what your looking for. I remember seeing a package for teachers for their class.
I bought a kite from them and definitely recommend the quality of their kites.

I know there are lots of do it yourself plans on internet you can make with just some sticks and paper you are likely to have in the house.
Google might help you there.
But do not expect children that young to be able to hold the full size-kite in any kind of wind that is strong enough to let the kite fly.
Maybe mini size kite, think about postcard size, are a better idea.
Use skewers and very thin paper for any of the traditional designs.
1 cm/ half an inch wide strip for the tail, or maybe two of those.

Print out the kite and follow the instructions on the page. The kids are too young to finish the kite, but they could color it. Use any kind of string, and use crepe paper for the tails. You will have to fold the kite, and tape on the bridle string and tails yourself. Sorry, but this is probably too late. You should have a day to work with it yourself first.
