If you have a car and flexible work hours, you can live as much as 12-15 miles away from 880 & 280 while meeting your first requirement. If you must be at work before 9 AM, then you will need to live closer, particularly if you travel in the peak directions, or allow for a longer commute. In the morning, traffic is heaviest from the "bedroom" communities of South San Jose and the East Bay. The commute from Santa Clara, Sunnyvale, Cupertino, and the cities northwest of there have an easier commute, but housing there is more expensive. To visit your GF, you could drive to Berkeley directly or to the BART terminations in Fremont or Daly City. For her to visit you, consider picking her up at those stations. If you are on the peninsula, there is also CalTrain. It doesn't got to Berkeley so a transfer is necessary in San Francisco. The South Bay also has light rail and buses. Your first and third criteria are at odds with each other. Favoring one makes the other suffer. You don't give your criteria for what makes a place decent. Crime is fairly low for most cities near 880 & 280. San Jose has some night life, but the best social scene is in San Francisco. The South Bay has a diversity of restaurants. There is plenty of open space and parks nearby.

I'm not sure about the price but it called Happy Buffet, I think it's less than $15 for an adult and if you have a party over 8 people you'll get 10-15% off.
