how to unlock an ibook g4 without password or installation CD's?

I Don't think you can.

Get the CDs from Apple.

You can't without the Install Disk. Unless you can get your hands on another Mac that has it's Install Disks and connect them together via firewire (Target Disk Mode) to use the other Macs Install Disk to change the iBooks password. The only thing wrong with that is, I don't really know if it will work.
