DON'T TELL ME WHAT PROGRAM TO USE!!!!! i already know. all i need to know is how to make backgrounds like those. any links to or instructions on yahoo! answers would be appreciated.

That's basically layers and layers of images with feathered "blend" between the layers. Probably done with Photoshop or Gimp or even Paint.net

Basically, put each image on ONE layer. Cut out the rest of the stuff so everything else is transparent. Then you apply "smooth" to the edges and partial transparency and play with it until each layer kinda merges into the other layers. Do it one layer at a time. At the end you'll have something like that.

Search for "blending two pictures" or similar Photoshop tricks / tutorial. Apply it multiple times and you'll get something close to it. That picture is easier since it's anime style, less colors, easier to select, so process should go easier than if it's a full-color JPEG photo.

Well, we can't really tell you unless you tell us what program you are using. It's different for each.

But let's say you are using Adobe Photoshop. You have to make one image that is the total size of the background you want. Then open the other images that you are going to create the background with. Select parts of the images (type in a number into the box that says "Feather" for the fade effect), and paste them into the large image.

That question is like posting a screen shot from Halo and asking how to program a 3D graphics engine with a Yahoo Answers post...

Luckily those background images are much easier than 3D programming, but there is a lot involved. Any good book on how to use Photoshop will show you all you need to know. There is way to much to explain in this post format.
