To borrow from the lexicon of International Worker's Day:

"Solidarity -- for the good of the public"
"Solidarity in the public interest"
"Public workers for the public good -- Working together in the public interest "
"Public workers for the public Interest"
"Your Public Workers -- Solidarity in Service to Citizens" (or "the Governed" or "the Public" or the Public Good")
"Government Workers: Working in the public's interest and the public good -- for you"

On a lighter note:
"Thank a Bureaucrat Today -- We Are Working for You"
"Bureaucrats and the Bourgeoisie -- Solidarity Forever"
"Government Workers -- We Put Your Tax Dollars to Work for You"
