Im trying to relate congress, intrest groups, the constitutional structure, and federalism to the control of factions by our government. (related to the federalist # 10)

There is no control. Both the House and Senate have committees and sub-committees. They elect their own chairs. If they don't want to do anything they don't have to. They can keep legislation tied up forever if they want. They're the real criminals in Washington.

Government regulate factions through laws where the groups could be limited by imposing penalties and give concessions but in exchange for some consideration.
