i want to start a small cleaning business and want to know what are the things i need to put into place.

Go to an insurance company that works with commercial insurance.

OK, search the "bonding" questions on this thread, because it doesn't mean what you think it means, and it's pointless for a cleaning service unless you have a contract which specifically requires it - which is usually a GOVERNMENT contract. The insurance will run you about $1,000 to $1500 a year, assuming you have gross sales under $75,000 and only one or two people cleaning. You're going to have to get an exact quote from a local agent.

I applied for liability insurance a while back, and the recommendation was that your payments should be 1% of your annual earnings, and that you should get 1x earnings so that you can replace, if necessary, a year's worth of earnings.

I con't know if this is a good recommendation but it's something to go on.
