Is it legally required to produce and market electrical things? Just small things like an ipod accessory.
Is it legal to sell them with generic existing cables (a/v, usb)?

It depends. No, an FCC certification is not always necessary, only if it is a "Communications Device" is it necessary. However, you must be careful that you aren't infringing upon patents.
