On default, if you want to work in Japan, you should have a JLPT 2 or 1 certificate. JLPT is a Japanese Language Proficiency Test that is taken all over the world annually, and it is the same in every country. So, you really need to learn your Japanese. :] As for seiyuu jobs, there aren't many foreigners in the business(only some random English speaking ppl). You would have a much higher chance being an English dub voice actor (as sad as it sounds). :[ Most people don't watch English dub. If you gain experience voice acting, you may be able to eventually move to Japan to try voice acting in Japanese. To get there, you would need a lot of connections with people in the anime industry. It's possible that you could get a role for an indie anime or something. It's not easy, but if you are determined, then don't give up! :] Hope I helped!

Yes, I was in a TV commercial for a used car dealer and received the grand sum of 15000 yen. I played a clueless gaijin on a quiz show who gave the wrong answers to easy questions, but then knew where to get the best deal on a used car.

Actor? is doubtful.
Talk show? Yes you can but you need to speak fluent Japanese.
In English only? doubtful. Only as a "Cameo appearance".

http://www.junes.co.jp is good at getting people a lot of little low-paying jobs like crowd work and TV extras.
I did a few jobs for them a few years ago ranging from crowd to onscreen extra speaking german. I was even in an Ayumi Hamasaki video.

Here are a few links that can get you work as an Extra NOW! In Japan, if you don't have any contacts, you have to start at the bottom. Then if somebody notices you, or if you have "IT"
You could be signed as a regular on some TV program. Basically, you have to be VERY well known to get your own show. You would also need to be able to speak Japanese like a native. Some of the most well known Americans/foreigners don't even have their own TV show. Dave Specter, for example, is the closest. He has a 5-10 minute corner on a morning news program that talks about foreign celebrities.
You could also go to NHK educational and try to get onto one of their educational programs as a regular. Some people have gone on to cable TV programs. Janica, is on person that hosts a 10 minute program about new movies.
