Human thought arises from a labyrinth of 'we know not where'. They can be piqued by a scent, a color, a certain 'look', a comment someone has made, a picture...on and on. The mind never stops! I am reminded of a TV chattering away in an all night laundry...free associating at random...they are totally unpredictable!
Our only freedom from thought (and the suffering and chaos caused by them) is to not 'follow' them...not feed an initial thought with an 'add on' thought. Thoughts have a way of snowballing into a drama story, very quickly.

They can be made to be, that is the objective for mind control and advertising. The finite nature of purpose is as much determinant as is difference for particular peculiar individuals. More success is possible with the knowledge of universal human essence than individual caprice or contingent determinations. The other question is 'predict a thought to happen at what time?'. For some people some kinds of thought may be impossible.

yes and no. Well say you have 3 people in a room and you had this game going and you started with ok I know what you will do if I do this so you tell the 3rd person what you think this person will do. The trick is can you guess it right without knowing him/her. No, you cant cause you have not learned this persons behavior at all. If you knew this person very well chances are you will guess right 8 out of 10 times.

Given sufficient knowledge about the environmental influences upon and genetic predispositions within.. a person.. and given sufficient psychological and neuroscientific knowledge, yes.. every thought, every emotion, and every action is (in principle) perfectly predictable. The human brain is (part of) a physical, causal system, just like everything else in the universe.

Human thoughts can by their very nature be anything you want them to be. Your imagination steers the boat of thought down the river of possible realms. Your stream of consciousness is the wind that can fill any sail. The sails can be any size , shape, color etc. Big winds ,small winds out of control winds. Watch out for hurricanes they can really blow you off course and into uncharted realms. To see the future of thought you must first you must understand it's nature- that being of both a tangential and exponential light energy vibration. Thoughts can generate feelings and a whole host of other phenomena.

Humans cannot predict the "thoughts" of other humans, though we have become somewhat adept at predicting behaviors. But that is not a perfect science. It is based on inferences and inductive reasoning.
