it called the royal standred and it only flys over the build where the queen is at. is it also used on her cars and planes.
the red field with 3 gold lions represents england, the golden field enclosed with 1 lion represents scotland and the blue field with golden harp represents northern ireland. member of the royal family can us a standred much like the queen with minor chage to denote who then are
