Depending on the type of harassment, and the place where it is happening, there are several things that you may do. If it is happening at the workplace, make copies, and take them to Human Resources. They can put a stop to it. If it is at home, you may contact your local police department, and make a complaint. In any case if it is threatening, go to the police.

Legally, you can't do squat, unless you're in some protected demographic (woman, ethnic, Jewish, handicapped). Then you can turn the problem over to a professional harrasser, from an advocacy group or a politically-correct media outlet.
