I live in Sacramento, CA, where the temperature often reaches 95°+ in May, and continues to rise to upwards of 105° (and as high as 114°) until September. Would a portable air conditioner be appropriate for the climate here? Would it keep my dog and child cool enough in the summer months? A standard a/c will not fit in my window, so if I got one, my landlord would have to cut a hole in the wall to mount it, so when I moved out, I'd be forfeiting it!

We live in Florida and my friend has one she says it works good but i never been over there to see how cold it really gets.SHE LIKES IT.

If I were you I would buy a split type unit as there is only a hole of 55mm to do in the wall. you will need at least a 12,000btu to cool the room, a portable I'm not sure will last long.

Yes they do work, but don't expect miricals from them. They are rated by BTU's that is how many square feet they will cool. Most of the units 5000-7500 BTU will only cool one room.

Yep A portable A/C does work good. You will need to run a drain line or empty the condensate. The more humidity the more you empty. Good luck. :)
