I know a lot of people who have also been hurt by this person, and contact details, but I do not know or have resources to build a case. Any leads are helpful

law centre in your area for free legal advice on where you and otheres stand. you can get their details from your local c.a.b (citizens advice bereau) and just ask away.

try to see if anything is illegal that you have proof of, even if it seems minor- driving without due care and attention (mobile phone use while driving/drink driving-though the latter isnt really so minor) and then try to reel the police or your mp in, you can get an mps attention by attending a weekly surgeory, comtact your local mps office for details- or try your local councellors.

if you really dont have anything proof wise to go on, you may just have to start logging any happenngs you can until you have a nuciesnce case which is better than nothing, and may get you a foot inthe door interms of taking things further.
