I don't know about prosecutions. I think penalties should be increased. I once went to court over a traffic ticket and sat though the arraignment of several DUI cases. Many were charged with DUI and driving without a license. ALL of those had lost their license for DUI. It seems obvious that taking someone license does not stop repeat DUI offenses.
