I would Think that if you can notice that things are changed or different time would be passing by. Here's an interesting Theory that Stephen Hawkings had he has since retracted it But his other theory's on black holes and stuff seem logical, but any what his theory was that the universe is expanding which they already know but when the universe reaches it maximum expansion point it will start to retract (think of a balloon inflating and deflating) that time itself will start to run backwards the dead will come alive and grow younger and death will be before conception (weird eh) I know that doesn't really answer your question but your ? interested me cause I think about weird deep stuff all the time.but always keep in mind that time is relative a day on earth could be a year on another planet it all depend on what the excepted concept of time is for us we use the sun , moon and earths revolution around each other does seem logical but in another part of the universe it could be completely different the concept of time is screwy even Einstein doubted his theory (general relativity (time Space) etc... and remember in science as long as no one can prove you wrong your right and when you prove your theory it becomes a theorem and then you get the pleasure of shoving in the faces of the non believers.

No, time would not be dead. Change isn't the definition of time. You could sit still and not move forever yet time would catalog your lack of movement same as if you were to go do something. Time is the only thing we cannot perceive in its purest form. What is time? Time exists in ever sense of reality, there can be universe without time. So the only way time could be dead is if everything in the entire universe, beyond the universe and everything that is beyond our capacity to perceive were to suddenly cease to exist. Pure nothingness. But then you get into the whole question...what is nothingness. And that is a whole different ballgame in and of itself.

No. Its possible for it to temporarily "stop" or "freeze" but not "die" or "end". It is not an entity which has life, its a function (or rather, a requirement) which exists within / around living entities which have / produce a magnetic flux. Inanimate objects which are within those fields are also affected by time but typically at a much slower rate.
