i read article 5 of the constitution and had trouble understanding it. can anyone put it in easier terms for me to understand what they are basically saying in article 5?

The constitution can be amended. 2/3 of both houses or 2/3 of the states can propose the amendment. It must be ratified by 3/4 of the states. When this ratification is complete, it becomes an amendment to the constitution. Even the states opposed to it must then follow it.

As you may know, the first ten amendments of the United States Constitution are called the Bill of Rights and at this time we have a total of 27 amendments to it. I will explain to the best of my ability, the language in the 5th Article which explains in detail the procedure for adding amendments to the Constitution.

Suppose a lot of people in America are sick of eating vegetables at dinnertime and want to make an amendment banning vegetables at dinnertime. Before an amendment can be added, the Congress (the House of Representatives and the Senate) must propose (meaning suggest) an Amendment to all the States.

To do that, Two-thirds of the members of the House of Representatives and two-thirds of the members of the Senate must vote in favor of proposing an amendment banning vegetables at dinnertime to all the States in the USA.

If the House and the Senate don't make the proposal for the Amendment, then two-thirds of all of the individual State Legislatures (also called State Houses of Representatives or State Senates), 34 out of the 50, who want to have an amendment to the Constitution can tell Congress through an application, that they want an amendment banning vegetables at dinnertime and the Congress must propose and amendment to the United States Constitution banning vegetables at dinnertime.

Once the proposal is made by Congress, the amendment has to be ratified (meaning approved) by the people of the United States. To do this, the Legislatures in every state have to convene (meaning meet) and vote on whether or not they want to approve of the proposed amendment. If three-fourths of all the States (38 out of the 50) in America vote to approve the proposal, then it is ratified and becomes a permanent Amendment to our United States Constitution. But if only 37 states (or less) agree, then you have to eat your spinach.
