So I mixed the fuel correctly, and charged the battery. Put the boat in the water and motor doesn't turn over. It just emits this spinning sound. Help?

Sounds like the starter is not engaging. Could be that it needs to be cleaned. Check to see that the starter gear is free on the shaft and that the spring is there also. Could also be that the battery is bad and not providing the power the starter needs. Try a different battery or check the voltage on the one your using.

Before you replace the starter or have it rebuilt try a couple of things. One, make sure all battery cables are clean and tight. You should take them off and wire brush them at the begining of the season. Same with the cables at the solenoid and on the starter motor, clean and tight. Also shoot some silicone spray or WD40 onto the starter bendix to lube it so it can move up freely to engage the flywheel.

what, Tennessee bass don't bite in the winter? If you're going to be fishing this winter (I sure as heck am), just do this: tilt the motor fully down for a few minutes after each use, to make sure all the water drains from the powerhead, and change the gear oil, just in case you had some water intrusion (so it won't crack the gearcase by freezing). If you do decide to winterize, spray fogging oil through the carb throats with the motor idling, until it chokes 'em out.

When you say 'emits the spinning sound' I assume that you mean that the engine is turning over, but not starting up. This could be many things. First, check to see that the spark plugs are emitting spark. They may be fouled. Also, the carb floats and/or carb. may be bad. Outboards are temperamental, but are not necessarily complex to repair.

check if the starter`s gear is engaging into flywheel.It probably is not.you must oil or grease starter motor shaft attached to starter gear.you can do this without dismantling any parts.

The starter is not engaging the flywheel. It needs to be replaced.

check that the positive cable is on the positive post of the battery.
