How do I figure out if the plug is being flooded, and what would cause that?

Does it get spark?
Put a working spark plug in a spark plug cap and lay the threads of the plug against the engine. Push the starter button.
Are the valves leaking?
Bring a piston to TDC of the compression stroke. With an air gun, blow into the spark plug hole. Listen at the air box and muffler. If you hear any hissing, a valve is leaking. Either the clearance is to tight and needs to be adjusted, or the engine needs a valve job.

Spark, fuel, and air. If you got gas its one of the others...

are you sure you have a hot enough spark or that the carb isn't dumping fuel into the chamber (flooding the plug) ?
