Look, the President at that time made it a point NOT to go before Congress and ask permission. He did not request it for Bosnia, Haiti OR Somalia. The CIA was providing intel to the Army. The "intel" they provided was more than slighly dated. The CIA was acting like a bunch of cowboys. Some of the first things they requested of me were asthma medication for one of their officers and hypertension medication for another. These folks, were their primary concerns at that particular moment. On behalf of the CIA, I will tell you that it is (was) extremely diffecult knowing much of anyting, concidering that Carter had gutted the CIA's budget and outlawed "spying." And neither Reagan nor Bush (senior) made an effort to ammend that oversight of sheer stupidity.
The horrible truth is, we had very little interest either economically or political in Somalia and the Republicans were aware of this. As for the Carter policy mistakes and the CIA, Bush (jr.) has at last addressed this issue. It is beginning to pay dividends in spades.

Just need to point out that congress did give a "specific statutory authorization" for the Iraq invasion. Though absolute falsehoods were used to convince cogress to do so, it still stands.
So, congress did not authorize troop deployments or hostile actions in Somalia where they did authorize it in Iraq.
