Small claims court. Should run you ~$200 with court fees so if the loan was for less than $200, I'd let it go and never lend that friend (or any friend in good practice) that money again without an agreement.
If you want to make some extra cash lending out money, try prosper.com. They offer some pretty decent rates of return.

This has happened to me -- i loaned money to a family member (mistake #1). I have basically chalked it up to a loss. I also tell anyone who is even THINKIN' of asking to borrow money from me about this experience so they rethink asking me. Basically, I let them know I am no longer in the loaning business...so don't even look in this direction...
