If we are describing the basic step, you step forward on the left, not on either.
For the basic step of the International style Cha cha:
Stand with your feet slightly apart, place your weight on your RF. The count will be 2, 3, 4 & 1 ("One" being the strongest beat of the music; 4&1 is the "cha-cha-cha" that yor hear in the music. If you're not sure how to find "1" find the "cha-cha-cha" ang go from there.)
2 - Forward on the LF; leave your RF where it was, don't pick it up from the floor.
3 - Replace your weigt on the RF. Now you're standing on your RF and your LF is pointing forward.
Next part is called chasse, it is danced on 4&1, your feet go side-together-side. I'll brake it down:
4 - Bring your LF close to your RF, LF step to the side
& - Close you RF to LF, transfer weight to RF
1 - LF step to the side
2 - back on RF
3 - forwad on LF
4&1 - chasse to the right
Now you are back to the position you're started with.
American style Cha cha is very similar, WWD gave you a good decription of what is the difference. Go to the website he gave you, you'll find a lot more steps.

I only know the basic steps that you do during the cha cha slide when it says to cha cha
1. step foot 1(ethier one) in front of you with your weight on it.
2. shift weight to foot 2 with a step (in place)
3. move foot 1 back to your body and then step with foot 2 in place and foot 1 again.
the rythym is one-two-one-two-three.
thats all i know! hope it helped

Stand straight up, feet together.
Take a side step to the right with your right foot placing the weight on it.
Rock slightly forward on your left foot and then replace the weight to your right foot.
Take a small step to the left, bring the right foot to the left and take another small step to the left (cha-cha-cha)
Rock slightly back on the right foot and then replace the weight to your left foot.Tak a small step to the left, bring the right foot to the left and take another small step to the left (cha-cha-cha)
Take a small step to the right, bring the left foot to the right and take another small step to the right (cha-cha-cha)
It sounds like this:
Side, rock step, cha cha cha, rock step, cha cha cha, rock step, cha cha cha - repeating the rock step, cha cha cha over and over.
That's the cha cha side basic.

Try ballroomdancers.com or similar websites for good instructions, both printable and video. Note that American style starts with a lead-in on the one beat, where International style starts on the two beat without a lead-in, so the two seem to go in opposite directions from each other, but the basic steps are the same in either. Terminology is also different, so what's called a "crossover break" in American is a "New Yorker" in International, but they're the same thing.

you start with your feet together. then you move your right foot forward, then your left foot forward, then you put them together and move them in place to the rythm of cha-cha-cha.
