Some of the below comment are not recommended the use of bleach chlorine etc are a definite no if you want you fish to survive. I would suggest that the glurp your talking about are the remainder of the algae after you've destroyed it. Just remove it. The fact your continually getting algae is down to three things over feeding, to much light and to much oxygen. Reduce the feeding and light. Its always best to find a natural solutions rather than chemical.

It could be a mudpuppy, but it might also be a tadpole. If you could post the picture somewhere it would help immensely. Just google those two critters to see what they look like.

Possibly a "mudskipper", a fish that alternates between land/water dwelling. This seems to match your description, and I have seen them in action on the nature channels.
