Here's a some of the makeup you can use, but don't feel like you have to wear everything I list!
Eyes: If you want to use eyeliner, use a dark brown eyeliner and use it to line INSIDE your lashline. It's up to you to choose a good eyeshadow color. Shimmery taupe is a nice, neutral cover. Shimmery pinks would accent your eye color (as would violets) and look really pretty. Using a shimmery white shadow on your eyelid would define your eyes. Mascara looks good on anyone, I'd recommend Covergirl LashExact in Black Brown.
Cheeks: Use a peach or dull rosy blush.
Lips: I'd use just lipgloss, either pink tinted or clear.

I am the same as you, so I will just tell you the best tips I have been given at any beauty consultations that I have been to.
Instead of a thick foundation, you can buy slightly transparent foundations like "Tinted Glow Enhancer" from Body Shop. This gives your skin a healthy glow, without making your face looked caked or orange.
Instead of using blusher, use bronzer and brush it on your cheeks, nose, chin and forehead, where you would naturally tan.
Use Brown Mascara, and black eyeliner
If you put a bit of black eyeliner under your bottom eyelashes, and then tone it down with some white eyeshadow, it creates a really nice smoky look.
Use Blue, and white eyeshadows on the tops of your eyes, and a thin bit of white or pale blue eye under your bottom eyelashes.
Use a Pink sheen lipgloss

Since you are fair skinned, I would use product that will compliment your features that are more radiant...such as your eyes or your lips.
Start with an ivory foundation or tinted moisterizer and do a brown eye liner and brown/black mascara.
If you aren't used to wearing make up...start with a lipgloss or tinted chapstick.
What makeup have you used before?
What type of skin do you have (dry, oily, combination?)

I live nuetral eyeshoadow colors like brown, coffee, taupe, tan, etc if you have blue eye shadow. I also like mac lipglass because its clear (but has a great sparkle without looking like an 8yr olds makeup) and looks great on light skin.

Purples and silvers would bring out the colour of your eyes. However alot of it depends on what colour your outfit is.

For one, do something that compliments your eyes, like black eyeliner, and bronze or even gold eyeshadow. then use lip shine, NOT LIPSTICK!!! and use and light pink blush. Good Luck!!!
