As others have said it's virtually impossible in younger fish. Here's a link that will help

The most postive way of identifying a goldfish's gender is during spawning time. The males will develop white spots on their gills and pectoral. The females will be plumper in order to store eggs.

It's impossible to tell until it tries to mate.
