do youself a favor and dig it down at least 2 ft and tamp the ground till its compacted as well as you can hint level it off then tamp and run water few hrs to really compact as good as you can with out machine which you can rent one at tool rental would be best bet foot tamper then build deck around whole pool to protect from weather and keeps frame from denting and it will last alot longer than you think had one for 10yrs

Depends on if it will be used or just an ornament that you keep filling with money. I had one in Ocala for 10 years. It did not get used enough to offset the money in chemicals I put into it. Then there was the extra money when I got mustard algae. If you also purchase a cover, you can save on chlorine costs since it evaporates if not covered. "Worth it" is a relative term.
