on a lot of vehicles it would be a leaking water pump. on most vehicles the lower rad hose goes onto the water pump, the water pump has a hole in the housing that allows coolant to leak out when it leaks past the seal. coolant runs down the neck and then down the hose. when asking a car question its always helpful to let us know what kind of vehicle it is. I think I may have misunderstood, if its a metal radiator, either the hose neck is misshaped due to using a screwdriver or similar object to get the hose off or the neck to tank solder is leaking. if its plastic I have no idea other than a tank to core seal.

Quite possibly the radiator is leaking , and not the hose. Take it to a radiator repair place and have them check it out for you.
