start late because everyone is done with summer vacations and will be home to watch. put on reruns because their seasons are typically 12 episodes. (i'm not positive about the 12 episodes. i do know a season used to be from september til june but that is no longer so)

The "sweeps" months are November, February, and May. During these months, networks try to get as many viewers as possible, to determine how much to charge advertisers. This is the time when they have premiers, big events (like almost killing off major characters, or having famous guest stars) and finales.
The months between are not as crucial for advertising, so this is when they will have reruns.
