Alarmed to find that detainees are emerging from the Guantanamo Bay prison camp and other U.S. detention centers more devoted than ever to radical Islam, Saudi Arabia is offering counseling, financial aid and even matchmaking to pull young militants away from terrorism.
To keep the former detainees from deep-pocketed militant recruiters, Saudi officials have treated them to perks that have included new cars, resort stays, job placement and help in finding brides. The multimillion-dollar rehabilitation program is available to most Saudis who've been accused of terrorism-related crimes, and officials estimate that as many as 2,000 have participated in the program since its inception in 2004.

The release of factually or technically innocent people from illegal detention poses a real problem.
When George Bush says the people in Guantanamo are dangerous he is right- (although 55% of them had not commited any hostile act against the United States, and 90% of them were not Al Quaeda militants- Pentagon estimates) these people will now harbor a serious grudge against the Coalition nations.
These innocent people will now be enraged- and will have Guantanamo credentials with which to join Al Quaeda and/or recruit folllowers. For this reason some drastic action is required to avoid bloodshed.
The article states that the ex-detainees receive 10 weeks of intense psychological testing- it can well be assumed that those who fail see the inside of another prison rather than the rehabilitation programme.

Rehabilitation?
Extremists are fueled by an idealogy, and to some degree a mental imbalance of sorts. You may be able to treat the imbalance, but changing someone's idealogy is no simplae manner.
This would be akin to someone who is an atheist trying to convince a devout christian that god doesn't exist or trying to convince a member of the KKK that whites are not a superior race. If someone believes that strongly about something it is highly unlikely that you will ever be able to change their faith.
In WWII, the decision to drop the atomic bombs was made because it was known that the Japanese believed in their emperor so strongly that every one of them would have fought to the death in a land invasion (indeed, see Kamikaze Pilot). It would have been a nightmarish bloodbath.
That's the kind of faith and devotion terrorists have to their cause. It is beyond reasoning.
I'm not aware of any (legal) treatments that could address this.
Some are "fringe" terrorists, not totally lost. But others I think have it so ingrained that it would take a massive continuous effort to try to rehabilitate them.

the only rehab that is sufficient, is a well placed round to the back of the head, before they can clack themselves off on a crowded bus/subway or market.
their stated goals are death for the cause of allah, lets give them death. Its either us or them, they are devoted to filling the earth, hunting us, and killing us, enslaving us, or forcing us to pray to the east.
