Yes, the rule is that you cannot use the ball for your celebrations. If the celebration gets too intense with the ball than yeah you will be fined. Remember T.O. "donating" the football on Thanksgiving when he put the ball in the Salvation Army bin after he scored, he was fined.

'Throwing the ball through the goal"? You mean through the goal posts? If they just dunk it over the cross bar, as you see some do, then no. If they throw it through the uprights and the ball goes into the stands, yes they are fined.

If they throw the ball into the stands, they get fined $10K. It doesn't matter if it goes through the goal or not.
