to get the equation of the line..
we use,
Y - Y1 = [(Y2 - Y1)/(X2 - X1)](X - X1)

substitute..
Y - 10 = [(10 - 10)/(0 - 2)](X - 2)
Y - 10 = 0(X - 2)
Y - 10 = 0
Y = 10

equation of the line is Y = 10

slope= 10-10/0-2= 0
since slope is zero, the line is horizantal and constant
so the equation is y= 10
