Difficult question!
there can be any amount of reasons as everyone is an individual with individual needs and requirements.
Lack of authority for teachers and the "Touch me and I will sue"" culture do not help. The first step would be to give schools more authority to deal with unruly students, secondly investment in support services for students.
Other factors can be Drugs, Gang culture, "Showing off" to peers, Issues at home, No positive role models, or just plain and simple being a nasty piece of work.
Either way if schools and educational establishments were given more powers and support networks for students set up then at least some of the above reasons could be dealt with appropriatly and effectively.
More investment in education and less in unwanted conflicts is the real solution.

The elders r responsible for the bad behaviour of the children.
The parents mostly unaware of their children's moral attitudes
in the society. Some of the parents themselves are not so polite2others in the society. A child learns from his elders.
Its mind is just like a blank slate on which we hv2write bad r good.
Only solution4this prob is that the children's elders must b a sample of good charachter to them.

Both primary and secondary socialisation.
Primary being the family that they are brought up in. If they are brought up in a violent racist family for example then they will probably become violent and racist people.
Secondary socialisation being who they hang around with at school (and peer pressure) and role models. A lot of the mainstream music today is very violent and, the chav culture especially, makes people very anti-social and not very nice people to talk to.
As for the solution, I think the only thing that we can do, as we can't really boycott the music music industry and we can't dictate to people who they can and can't hang around with, is to make better relations between parents and children and to ensure that the homes that they are brought up in is good.

Most all of it stems from their home life. Abuse, neglect, no discipline at home, frustration about home, seeking attention any way they can get it.
Also, some kids have bad behavior because they are frustrated in school. They do not learn things easily, or have a learning disability like dyslexia. Kids get very discouraged when they have trouble learning to read. They get so frustrated that they begin to believe that they are "stupid". They give up and misbehave.

Bad parenting, influence from other people, their friends, TV is to be blamed as well.
Solutions: let teachers belt the students as old times. That will keep them right.

As a teacher I can tell you that students behave the way they their parents teach them to. The best thing you can do is set strict rules in your classroom and lead by example.
