I would think so.

It takes a certain amount of energy (ionization evergy) for an electron to be lost.

If an excited electron already has more energy than in the ground state, then it needs less additional energy to be ionized.

specifically, No. But as an excited electron it will throw off the excess charge and drop to a lower level, Even in a Quantum Cavity it will throw off the excess charge to drop it's state back to stable level before being re-absorbed.

We all get a bit irrational when excited, cut those electrons some slack.
