Ha, yeah I noticed it as well, the guy is very annoying and one time I had to put the volume of the TV down because he spoke to loud!

The name Barry Scott is just a character played by an actor. I think he has his own website.
Do a Google for either Cillit Bang or Barry Scott.

I agree, apparently he`s an actor who lives in manchester although his name isn`t barry scott. I asked a question about this a while ago.
