It is a portion of the html that is hiden from sight and coded in your header tags... if you right click and choose view source you can see the coding in the note pad. If it is your thing you can fix it, upload it, and have it available to be read... I think the best place to start is http://www.lissaexplains.com for beginner html'ers. Or grab a book by Visual Quickstart Guide on HTML for the world wide web like some colleges use, it is like that "For Dummy's" guide but more in depth and better

m3eta data is not something you download but rather "meta tags" that you place into te head portion of your web pages.
The tag would provide a description of the web page.

You don't download it for free. You write it to describe your particular website. One of many guides is at www.vancouver-webpages.com. I suspect there's another at www.w3.org (THE official place for all things!).
