She will attend the Memorial church service that will be held on the anniversary of her death, but Charles, Camilla, Prince Philip, nor the Queen will attend the Concert for Diana which will be held on her birthday, July 1st.

Please remember that the Queen is the monarch and can only go if protocol allows it. Diana was divorced and no longer Princess of Wales when she passed away. While I do not think the Queen hated Diana, she may have been disappointed at her choices - but I am sure she is even more disappointed at her son and what he's done! If you will do some reading, you will find out that the Queen has to be mindful of certain parameters.
This reminds me of how silly and uneducated people were getting all excited about the flag during the days preceding Diana's funeral - and these were English people who should know better! The flag is only there when the monarch is present. That's why it wasn't flown at half-mast initially.

I wished I could go but I live in the USA.
I am a big fan of Princess Di. Once I came close to shake her hand. In cologne a few years back. But there were so much security and people that I only saw her from far away. It still was a memory that I will never forget.
The Queen will probably not go she did not like her.

Yes so she can save face to the British public, even though she wasn't fond on Diana, the Brits will expect to see her there so there is not another uproar

Yes. She's trying to be more "aware" of public opinion, has been ever since Diana's death, right? I predict she'll go. My opinion is she should! Diana gave England those two great sons.

I think that Charles,Harry and William will go as representatives of the Royal Family;I would be very surprised if the Queen attended the program. She maynot even be in the country, off on Royal duties elsewhere.

Is that the one that Wills and Harry are organising and Elton John is playing at? If so I dont think its her kind of scene. I think the question is will Charles show face and will Camila have the brass neck to be there

Im very sur eshe will but there could be a chance she won't . There is speculation that the Queen did not like the Princess. Even that she was behind the terriable accident. Watch the movie THE QUEEN!
