I have a 1998 Chevy astrovan.The fuses and the relays are all in proper working order both under the dash and the hood.Everything blows fine but I do not hear the compressor kick on so that it will blow cold air.What could be the problem?

Probably low on freon,the low pressure switch keeps the compressor from running.

As mentioned Freon. If it the R-134A, I think that correct, you can buy a can and a hose to install. May cost around $15. What you need to do, screw the hose on lose at first so is not press in the Valve Insert. Turn on the can and let a little freon push air out of the hose and then screw down good and let it do its thing. Reading instructions will help.
What happens, when the system low on freon, it have a pressure switch to keep the compressor from running. When you start adding the freon you will see it kick on.

check if the compressor clutch is not disconnected. or a broken wire.( engine off)

close Your nose to the clutch,checking for burning clutch.

when there is not freon,You will hear the clutch kick in and immediately turn off( due to low pressure cut out switch)
if there is not freon at all,You have a heavy leakage.
