Well the most common and easy turtle is the Red eared slider - the most usual pet turtle. They are very nice looking turtles and relatively easy to care for once you've got your research done. Make sure you have about 200 dollars to committ to buying one at first - even if the turtle itself costs 20 bucks, the expenses add up a lot faster than you think for things you'll need. Read a book on turtles first so you know exactly what you're getting yourself into.

Honestly, you've ruled out all turtles and tortoises with the clean part. None of them are clean creatures, however if taken care of properly can appear clean. They are fairly easy to take care of, after the initial set up and after you get into their rutine but you do have to do daily excess food removals, weekly filter changes, and weekly tank cleanings. I don't recomend a turtle if you can't provide it with everything that it needs to begin with and if you're not going to have time to clean the tank. If you can handle this, a good started is a red eared slider (aquatic). Research any animal before you buy it, however, especially turtles because they get to be the size of a dinner plate and live for 30+ years (big commitment).

Any turtle can be clean and easy to care for if you set things up correctly- but that is the big trick. It can cost a chunk ot set things up right.

A good Red-ear Slider tank will run you about $150, and a good Eastern Box Turtle setup can run about $100.
